first, you spent the money for the card with Creamware, not SonicCore. SonicCore and Creamware are not related. it was Creamware that made the card, but Creamware went out of business more than 6 years ago. SonicCore has no responsibility to support the card in any way.
when Creamware went out of business, Vista had just been released. Creamware never made Vista/win7/win8 software. it took SonicCore more than 2 1/2 years to make v5.1. with the present elements that make up Scope, it is impossible to make 64bit XTC mode. when Creamware was in existance, there was no such thing as 64bit windows, not until Creamware was almost out of business. we are working on v6 which looks similar to the current version of Scope, but is very different inside. it's not clear if XTC mode can be developed for 64bit in the new version, yet.
why do you even need 64bit? for an audio computer, the ONLY advantage to 64bit operation is the extra ram available for sampler programs like Kontact. however, JBridge allows the same amount of ram in 32bit windows.

personally, i think XTC mode wastes what the card is capable of. it cripples the card's abilities. we understand that many users prefer it, however. if we can reasonably impliment it, of course we will.
