It’s “The Chrysanthemum” (1904), Scott Joplin’s “Afro-American Intermezzo”.
I transcribed the 11-second clip. It’s an 8-bar phrase in 2/4 in B♭ major, played twice. The melody runs D–E♭–F–G, then A–C–D–E♭, then G–B♭–C–D, over F7 and B♭ chords. I compared that against the full set of Joplin scores in a public Humdrum collection. All 16 melody notes match the first strain, which starts with the pickup D in bar 4 of the score. The match also holds when compared by intervals only, so it isn’t an accident of transposition. No other rag came close; the next best matched 9 of 16 notes.
The match is on the notes. I haven’t compared the performance or recording itself, so I can’t say which pianist or edition it is.
